DOST Secretary Fortunato T. de la Peña delivers his keynote address during the first regional SETUP Forum held in Cauayan City, Isabela along with the celebration of the Gawaygaway-yan Festival 2018.

Cauayan City, Isabela—The Department of Science and technology (DOST) Region 02 added a touch of science and technology in the celebration of the Gawaygaway-yan festival through the conduct of the first Regional Small Enterprise Technology Upgrading Program (SETUP) Forum held at Marco Paulo Hotel, Cauayan City, Isabela on April 3, 2018.
A total of 108 participants from different schools, universities and colleges (SUCs), micro, small, and medium enterprises (MSMEs), and institutions attended the said forum, which shed insights of the history and achievements of SETUP in the region from the past years.
DOST Secretary Fortunato T. de la Peña, who served as the keynote speaker, said that the event is also a commemoration of the achievements of SETUP in the region and the success of its clients and likewise create new opportunities for MSMEs.
“Gawaygaway-yan Festival is a celebration of successful SETUP clients and creating new opportunities for MSMEs.”, he said
The establishment of SETUP is to realize the main goal of DOST, that is to become relevant in the industry sector of the country.
He ended his speech saying, “History will speak for itself”, pertaining to the excellent results of SETUP and reflected the various DOST interventions in the business enterprise facet.
In his opening remarks, Regional Director Engr. Sancho A. Mabborang said that DOST R02 hailed as the number 1 among the regions in the Philippines for they have the most number of SETUP clients with 458 beneficiaries.
Since its implementation in 2002, DOST Region 02 has recorded the highest SETUP beneficiaries nationwide with a total of 458 SETUP clients having an innovative assistance of about P398M which produced job employment of around 21,000 with P4B sales generated.
During the event, DOST Region 02, led by DOST Sec. de la Pena and Director Mabborang, awarded the best SETUP adopters in the region. Mr. Orlando Dulay from Nueva Vizcaya, who was the regional winner for the best SETUP adopter, gave his testimonial of DOST R02’s intervention in his business that made his G and B Buko Products successful. “Yung intervention ng DOST sa amin ay inimprove ang aming produkto, especially yung shelf life and yung processing.” he said.
Mr. Rowell Nobleza’s F.Y. Foot and Cloth Wear from Quirino, Dennis Lim of Tawsan Agri-ventura in Batanes, DP Andal Metal Craft owned by Mr. Daniel Andal in Cagayan, and Mrs. Herminia Reyes’ HA Babes Food Products from Isabela also won for the best SETUP adopter in the provincial level.
Meanwhile, enterprise expert Coach Randy Esguerra served as the guest lecturer for the said event. With his comical wits, Coach Esguerra discussed the fundamentals of enterprise thru his combined his knowledge and insights in the business world.
Partners in service including City Mayor Bernard Faustino M. Dy, together with FISPC President Francisco “Popoy” O. Pagayon and ISU President Ricmar P. Aquino were present to show their support to the said forum.
This is the first time that science and technology exhibits and programs were incorporated in the two week celebration of the Gawaygaway-yan Festival, from April 2 to April 12, 2018. (by Danryll T. Maramag)
