Established decades ago, the PST is set by DOST’s Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the country’s official timekeeper since 1978 as mandated by Section 6 of Batas Pambansa Blg. 8.

The PST or Philippine Standard Time is set via DOST-PAGASA’s timing system that consists of a rubidium atomic clock, Global Positioning System receiver, time interval counter, distribution amplifier, and a computer. The system automatically calculates its time difference with every satellite within its antenna’s field of view. The PST is available online at the DOST-PAGASA website (http://www.pagasa.dost.gov.ph).

The program is an enactment of the REPUBLIC ACT No. 10535 – AN ACT TO SET THE PHILIPPINE STANDARD TIME (PST) IN ALL OFFICIAL SOURCES THROUGHOUT THE COUNTRY, TO PROVIDE FUNDS FOR THE INSTALLATION, OPERATION AND MAINTENANCE OF SYNCHRONIZED TIME DEVICES TO BE DISPLAYED IN KEY PUBLIC PLACES AND TO DECLARE THE FIRST WEEK OF EVERY YEAR AS NATIONAL TIME CONSCIOUSNESS WEEK.

Broadcast networks are encouraged to refer to the PST when giving time check to the public. Owners of private television and radio stations who shall fail to calibrate and synchronize their time devices with the PST during their broadcast shall, upon hearing and due proceedings, be penalized with a fine of not less than Thirty thousand pesos (P30,000.00) but not more than Fifty thousand pesos (P50,000.00) and in case of second offense, revocation and cancellation of their franchises to operate.

DOST and its partners Metro Manila Development Authority, SM Supermalls, Nido Fortified Science Discovery Center, Timex, Petron, Chevrolet, Sagitarrius Mining Corporation, Team Manila, Lamoiyan Corporation, PICAR, and AMA Universities, as well as media partners Discovery Channel, BusinessWorld and PTNI, led the nation in synchronizing timepieces with the PST. The JCI Senate Philippines, the proponent of Project WATCH (We Advocate Time Consciousness & Honesty) also supported this campaign.
